We provide modular buildings and classrooms, portable storage containers, electronic and environmental test equipment, and containment solutions for hazardous and nonhazardous liquids and solids in many areas of the United States.

We’re seeking an experienced Director of Environmental, Health and Safety to provide senior level EH&S leadership to our Company and its six divisions. The position is based in Livermore, CA and will have responsibility for all EH&S activities in the Company. This is a newly created position to continue to reinforce our culture of safety, oversee and upgrade our EH&S programs, and ensure compliance with a variety of governmental regulations. The successful candidate will have a solid work ethic, impeccable integrity, and exceptional communications skills. The person will work closely with operational leaders to understand their business needs, apply EH&S best practices and ensure regulatory compliance.

Duties/Responsibilities of Position:

Enhance our EH&S programs integrating each of our division’s needs, applying best practices, and understanding the applicable regulatory requirements.
Work closely with division operational leaders to provide guidance and training on EH&S topics.
Promote corporate wide EH&S awareness and lead the corporate and division safety committees.
Thoroughly understand the regulatory environment affecting our Company and interact with state and federal OSHA, EPA, DOT and other municipal agencies.
Monitor and improve action plans for risk assessment and loss prevention procedures.
Interface with our HR dept regarding wellness, drug/alcohol programs, new hire, refresher and supervisory training.
Develop enhanced IT tracking and training EH&S systems.
Work with our legal department regarding contracts and pre qualification for customers.
Work with others to open new branch locations and perform EH&S M&A due diligence.
Enhance our hazard communication, disaster planning and emergency response plans.
Manage EH&S consultants and vendors that provide specific expertise.

Position Specific Competencies/Skills Required:

Excellent communication skills to develop effective EH&S programs and build successful relationships with employees at all levels in the Company.
Superior working knowledge of EH&S regulations including OSHA, DOT, EPA, etc.
Knowledge of transport cargo securement, Class A driver and vehicle maintenance requirements, hauling permits and licensing requirements.
Proven success improving EMR/TRIR ratings.
Ability to implement IIPP, HMMP, SWPP, HAZWOPER, CPR/First Aid programs.
Familiarity with Behavior Based Safety concepts.
Knowledge of ergonomic assessments, forklift safety, confined space entry permits, lockout/tag out, fall protection/prevention, hot work, materials handling, power tools, etc.
Ability to independently work at various locations with limited staff support.
Handle multiple tasks with the ability to switch priorities and focus as needed.
Collaborate effectively with and influence peers and other leaders to make informed decisions.
Able to solve complex problems, and resolve disagreements with informed, rational debate.
Exercise excellent judgment and possesses a keen attention to detail.
Document and communicate status, issues, and risks in a timely manner to stakeholders and senior management.
Excellent writing, MS Word and Excel skills.

Oil and Gas, refinery experience preferred.
Experience in a environmental remediation, transportation or equipment rental company a plus.

Experience/Education Required/Desired:

BS in a safety related field, advanced degree preferred.
Certified Safety Professional (CSP) desired.
10+ years in an EH&S capacity.
Ability to speak and understand Spanish highly desirable.
Clean background, eligible for appropriate security clearances, e.g., TWIC Card.

Special Considerations: Approximately 30% travel within the continental United States.

Safety Officer (8/4/10)

The Position: Under direction, performs a variety of routine and complex administrative, professional and technical duties in analyzing and administering various components of the City’s health and safety programs; develops, organizes, coordinates, implements and administers assigned program responsibilities; performs other related duties as required.

Examples of Duties:

Designs, develops, implements and coordinates cost effective health and safety policies and programs. Identifies and corrects program deficiencies.
Develops and implements a workers’ compensation loss control program by compiling, evaluating and determining methods for reducing the frequency and severity of claims. Investigates accidents/injuries/incidents to determine causes and make corrective recommendations based on findings. Prepares various reports, including charts and graphs, to determine trends and needs.
Assesses safety training needs as determined by reviews of accident/injury reports, needs assessments, safety inspections and mandated safety training requirements. Establishes and implements cost effective health and safety training; prepares and distributes safety training materials and aids.
Conducts periodic health and safety audits of facilities and work practices, and identifies potentially unsafe conditions; prepares recommendations for improvement and implementation. Evaluates hazardous conditions and recommends engineering controls, administrative controls, and/or personal protective equipment.
Ensures timely completion and reporting of all workplace injuries/illnesses/incidents.
Works with supervisors, claims examiners, injured workers and other parties to facilitate return-to-work programs. Monitors ongoing medical care for work related injuries and illnesses.
Develops, prepares and maintains safety related records, reports and other correspondence. Assembles data for maintenance and filing of OSHA reports and logs, as well as other reports for outside agencies as may be required.
Serves as chair of the City-wide Safety Committee. Creates meeting agendas and documents and prepares meeting minutes.
Serves as the primary liaison with Cal OSHA and other safety related regulatory agencies.
Meets with departments regarding operational improvements to reduce employee accidents.
Researches, compiles and prepares reports and documentation on program activities; analyzes and develops corrective actions; maintains records of findings and corrective actions; prepares periodic status reports for various audiences, including but not limited to Department Heads, Executive Management and the City Council.
Assists in the development and implementation of department or City-wide goals, objectives, policies and procedures.
Assists in budget preparation, analysis and administration.
Represents the City or a department in a wide variety of meetings with local community groups, professional associations and other local entities as required.
Assists in the preparation of agenda items; makes presentations to the City Council and other committees as required.
Attendance at work is an essential function for this position.

Qualifications:

Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Safety Officer. A typical way of obtaining the required qualifications is to possess two years of experience in a progressively responsible safety position responsible for office and outdoor health and safety programs and a Bachelor’s degree in safety management, public administration, business administration or a related field, OR five years of experience in a progressively responsible safety position responsible for office and outdoor health and safety programs.

License/Certificate: Possession of, or ability to obtain, a valid Class C California driver’s license.

Minimum required experience, education and skills:

Three (3) years or more of loss control experience with a demonstrated ability to solve technical problems in property and life safety hazard control and provide effective service to complex accounts.
Certification by the Board of Certified Safety Professionals (CSP) is preferred.
One or more of the following professional designations (ASP, ALCM, ARM, CIH, OHST, CPCU) can reduce the minimum years of experience to two (2) years.
In-depth knowledge of current OSHA, National Fire Protection Association (NFPA), EPA, Life Safety, and other state and local regulations.
